Exchanging a Foreign Driver's Licence for a PEI Licence: The Country-by-Country Rules
Whether you can swap your licence at Access PEI without testing, or have to start over as a new driver, depends entirely on which country issued it. Here is the full breakdown.
1. The Four-Month Deadline
New PEI residents holding a valid out-of-province or foreign driver's licence have 4 months from the date they become a resident to convert it into a PEI licence. What happens at the counter depends entirely on where that original licence was issued.
2. Reciprocal Countries: Straight Exchange, No Testing
Holders of a valid, non-learner licence from the following jurisdictions can walk into any Access PEI location and exchange it directly for a PEI Class 5 (or Class 6, where noted) licence:
- Every Canadian province and territory, and every U.S. state (Classes 1 through 6)
- Australia, Austria, Germany, Japan, South Korea, Switzerland, United Kingdom (England, Scotland, Wales, Northern Ireland, Isle of Man) - Class 5 and 6
- France, Taiwan - Class 5 only
- Ukraine - Class 5 only, effective since August 15, 2022
3. Unilateral Exchange Countries: No Test, More Paperwork
Licence holders from Denmark, Ireland, the Netherlands, New Zealand, Norway, Portugal, Spain, and Sweden also skip the knowledge and road test, but must present an immigration document proving legal status and length of stay in Canada alongside the foreign licence.
4. Everyone Else: You Apply as a New Driver
If your licence was issued anywhere not listed above, including China, India, the Philippines, Vietnam, Iran, Nigeria, or Pakistan, Access PEI processes you the same way as a first-time driver.
- Book a knowledge test at Access PEI and pass the Rules of the Road exam to get a Class 7 Instruction Permit
- Register for the Novice Driver Course for Newcomers (NDCN), a program Access PEI introduced on September 30, 2019 specifically to cover the gap between home-country driving rules and PEI's
- Pass the road test to receive a Class 5 licence
- If you can document at least 2 years of driving experience under your original licence, ask the examiner at Access PEI whether any step can be shortened
