How PEI's PNP Actually Works: Streams, EOI Scoring, and the 2026 Draws
PEI PNP is three separate categories, not one program, and an Expression of Interest profile is a ranking, not a queue. Here's how the streams, the 50-point threshold, and 2026's draws actually work.
1. Three Categories, Not One Program
The PEI Provincial Nominee Program (PEI PNP) splits into three separate categories, and mixing them up is the most common source of confusion:
- Labour Impact Category — Skilled Worker, Critical Worker, and International Graduate streams, all employer-driven
- PEI Express Entry — a nomination pathway for people already eligible under a federal Express Entry program
- Business Impact Category — a Work Permit Stream for entrepreneurs, requiring a minimum verifiable net worth of $600,000
2. The Expression of Interest (EOI) System
An EOI profile is not an application — it's a ranking. PEI's Office of Immigration scores profiles on age, language ability, education, skill and work experience level, strategic priorities tied to PEI's labour market needs, and factors like an existing PEI job offer or prior Canadian work experience. Profiles stay active for 6 months, and the Office explicitly reserves the right to limit intake or exclude categories of applicants at any time without notice.
3. The 50-Point Threshold for Labour Impact Streams
The Skilled Worker, Critical Worker, and International Graduate streams each require a minimum score of 50 points on the Labour Impact self-assessment to qualify. For the Skilled Worker stream specifically, you also need:
- A full-time, long-term (permanent or minimum 2-year) job offer from a PEI employer in NOC skill level O, A, or B
- A valid work permit if already working in PEI
- Language ability of at least CLB 5 verified by an approved test, an employer declaration, or proof of an English/French-medium education

Through July, PEI had issued 853 invitations across seven monthly draws, all under the Labour Impact and PEI Express Entry streams, with more rounds scheduled through December on PEI's usual predictable monthly cadence.
5. What Actually Moves the Needle
- Healthcare, trades, manufacturing, and childcare occupations are currently prioritized; sales and service roles are largely excluded from invitations.
- Every 2026 round so far has given priority to graduates of UPEI, Holland College, and Collège de l'Île, regardless of which other criteria a profile meets.
- Because the Office can change selection criteria and points without notice, treat any specific point total or occupation list you find online as provisional and confirm directly on the provincial site before making decisions.
