From Nomination to Landing: What Happens After Your PEI PNP Business Nomination
PEI's nomination is only step one. IRCC's own service standard for non-Express Entry provincial nominees is 11 months, but recent actual processing has run closer to 14, and full federal admissibility checks still apply.
1. The Province's Role Ends at the Nomination Certificate
Once you've met every term of your Performance Agreement, physical residency days, the $150,000 investment, the $75,000 in operating expenses, and 12 consecutive months of operation, PEI issues a nomination certificate. That certificate is not permanent residency. From here, the process shifts entirely to the federal government.
2. Two Ways to File Federally

As of recent IRCC reporting, actual average processing for Express Entry-linked provincial nominees has been running around 9 months against the 6-month standard, and non-Express Entry base applications around 14 months against the 11-month standard. Treat published service standards as a floor, not a guarantee.
3. IRCC Still Runs Its Own Full Admissibility Check
A provincial nomination does not override federal scrutiny. IRCC independently assesses:
- Medical admissibility
- Security and criminality checks
- Overall eligibility under the Immigration and Refugee Protection Act
IRCC retains full authority over the final decision even after a province has nominated you, a nomination significantly improves your odds but does not guarantee approval.
4. What You'll Need to Pay and Provide
- Processing fees for yourself and any family members included on the application
- The Right of Permanent Residence Fee, paid once your application is approved
- Biometrics fee
- Third-party costs: medical exams, police certificates, and educational credential assessment where applicable
An incomplete application gets rejected outright and returned for correction and resubmission, which resets your place in the queue, so completeness matters more than speed at the submission stage.
5. Maintaining Status While You Wait
Your original work permit or its renewals need to remain valid throughout federal processing. If you submit a renewal or bridging work permit application before your current permit expires, you generally retain authorization to keep working under your existing conditions while a decision is pending, provided you remain in Canada. Keep every permit's expiry date on the same calendar you're using to track your Performance Agreement obligations, a lapse in status during federal processing creates a separate problem entirely from your immigration timeline itself.
6. Realistic Expectations
Budget 9-14+ months from nomination to a federal decision, depending on your route, and treat that window as active waiting, not idle time: keep your business operating exactly as described in your original Performance Agreement, since IRCC's admissibility review can still touch on the same evidence PEI already assessed.
