How Much Does the PEI PNP Work Permit Stream Actually Cost?

Beyond the $150,000 business investment, budget the $10,000 application fee, net worth verification costs, and representative fees. Here's what the province charges versus what you'll pay privately.

1. The One Fixed Government Fee

The application fee is $10,000 CAD, paid by bank draft, certified cheque, or money order to Island Investment Development Inc. (IIDI) when you submit your full application. This is the only fee the province itself charges for the pathway.

2. Costs That Are Real But Not Set by Government

The government explicitly does not regulate representative fees, you negotiate directly with any firm you choose, and using one is entirely optional.

3. The Investment Itself Isn't a "Fee", It's Working Capital

Don't confuse the $150,000 minimum investment with a government charge. It's capital you deploy into your own business, buying inventory, equipment, leasehold improvements, or working capital, not money paid to the province. Combined with the $75,000 minimum in eligible operating expenses required within your Performance Agreement period, this is the largest real cost of the pathway by far, but it builds your business rather than disappearing into a fee.

4. Costs Beyond the Application Itself

  • Relocation: shipping, flights, temporary housing while you secure permanent accommodation
  • Family costs: spousal work permit application fees, dependent children's study permit fees
  • Ongoing compliance: preparing annual reports to the Office of Immigration for up to 5 years may involve accounting fees each year
  • Federal PR application fees: separate from everything above, paid to IRCC once you're nominated (processing fees per family member, the Right of Permanent Residence Fee, and biometrics)

5. Budgeting Realistically

Beyond your $600,000 net worth threshold and $150,000 business investment, plan for $15,000-$40,000+ in application-adjacent costs depending on how much professional help you use: representative fees, verification costs, legal review, and relocation. Applicants who skip a representative and self-file save the most here, but only if they're genuinely comfortable navigating the business plan and interview process without guidance, a rejected file after your interview forfeits the full $10,000, which is a costly place to learn you needed help.
