Becoming a Registered Nurse in PEI as an Internationally Educated Nurse
PEI requires 450 hours of recent nursing practice, a valid NNAS Advisory Report, and NCLEX-RN before the PEICNM will register you, no exceptions. Here's the full sequence, and when you get referred to the bridging program instead.
1. Start With NNAS, Not the College
Before the Prince Edward Island College of Nursing and Midwifery (PEICNM) will look at your file, you need a valid National Nursing Assessment Service (NNAS) Advisory Report. This is the national credential assessment every province's nursing college relies on, get it in motion first, since it takes time to process foreign transcripts and registration verification.

3. English Proficiency, in Detail
If English wasn't your language of nursing instruction, you'll need one of PEICNM's approved language tests, meeting the required score across all four areas: reading, writing, listening, speaking. Two sittings within 6 months and within the last 2 years are allowed if scores are close enough. Alternatively, 24 months of employment in a practice setting where English was the primary working language can substitute for the test entirely, ask PEICNM whether your work history qualifies before booking an exam you might not need.
4. Where the Bridging Program Comes In
If your NNAS report or PEICNM's review identifies competency gaps, rather than a full refusal, you're typically referred to the Registered Nursing Bridging Program (RNBP), delivered by Saskatchewan Polytechnic in partnership with PEI's Department of Health and Wellness. Key facts:
- Runs 32-34 weeks
- Referral must come from PEICNM directly, you can't self-enroll
- Requires PEI residency, proven with two of: government photo ID, a recent utility bill, or a PEI driver's licence/learner's permit (a PR card alone is not accepted as residency proof)
- Also open to Canadian-educated nurses re-entering the workforce
5. Realistic Sequence
- Enroll with NNAS and request your Advisory Report while still abroad if possible.
- Confirm your English proficiency pathway (test vs. 24-month work history).
- Gather proof of your 450 recent-practice hours and liability insurance.
- Apply directly to PEICNM once you're eligible to work in Canada.
- If referred to the RNBP, expect contact within 7-10 business days of the referral, and confirm your PEI residency documents are ready in advance.
