Getting Your CPA Designation in PEI as an Internationally Trained Accountant

Which CPA PEI pathway you get depends entirely on whether your home accounting body has a recognition agreement with CPA Canada, and that alone can mean the difference between direct membership and a multi-year CPA PEP track.

1. Your Pathway Depends on Your Home Accounting Body

CPA Canada maintains agreements with specific international accounting bodies, and which agreement (if any) applies to yours determines which of three very different pathways you're on.

2. Pathway 1: Mutual/Reciprocal Recognition Agreement (Fastest)

If you're a fully qualified member in good standing of an accounting body with a Mutual Recognition Agreement (MRA) or Reciprocal Membership Agreement (RMA) with CPA Canada (for example, HKICPA), you may qualify for direct membership:

  • Complete the application form with evidence of good character and standing
  • Once approved, pay membership fees and gain rights to the CPA designation
  • Complete the CPA Reciprocity Professional Development Course (CPARPD) by your second membership anniversary, roughly 20 hours of online study in Canadian tax, law, and professional conduct rules ($895 + tax), unless you complete the CPA Reciprocity Examination (CPARE) within 2 years instead

Important: admission to membership does not automatically grant public accounting rights, that requires separate licensure.

3. Pathway 2: IFAC Member Body Without a Specific Agreement

If your accounting body is a member of the International Federation of Accountants (IFAC) but has no direct MRA/RMA with CPA Canada, your education and experience are recognized as meeting CPA prerequisite requirements, but you still enter the CPA Professional Education Program (CPA PEP):

English proficiency benchmark: minimum Canadian Language Benchmark of 8 (reading, writing, comprehension, listening) at program start, rising to Level 10 by completion.

4. Pathway 3: No Agreement at All

If neither of the above applies, CPA Atlantic School individually assesses your credentials:

  • A WES International Credential Advantage Package (ICAP) evaluation is required for degrees from outside Canada, the US, or Bermuda
  • Detailed course syllabi may also be requested to determine prerequisite course exemptions
  • From there, you follow the standard CPA PEP track based on your assessed standing

5. The 30-Month Practical Experience Requirement

Regardless of which pathway gets you into or past CPA PEP, provincial CPA bodies also require a 30-month practical experience requirement, met either before, during, or after your PEP coursework depending on your specific provincial body's rules, confirm the sequencing with CPA PEI directly.

6. Public Accounting License Is a Separate, Later Step

Even after earning the CPA designation, offering public accounting services (audit, review, compilation engagements) requires a separate public accounting license. Members who qualify without existing public accounting practice rights typically complete the PDPA program, a self-study module and examination covering assurance, taxation, financial accounting, finance, and strategy and governance, structured around an 8-week suggested study schedule.

7. Practical Sequence

  1. Check CPA PEI's Schedule of international agreements first, this single lookup determines your entire pathway.
  2. If no agreement applies, order your WES ICAP evaluation early, it gates entry into CPA PEP.
  3. Register with CPA Atlantic School (the regional CPA PEP provider for PEI) once your pathway is confirmed.
  4. Track your 30-month practical experience requirement in parallel with coursework, don't leave it until after the CFE.
  5. If you plan to offer public accounting services, budget separately for the PDPA module after your CPA designation is complete.
