Getting a Mortgage in PEI as a Newcomer With No Canadian Credit History
No Canadian credit history doesn't disqualify you from a PEI mortgage. CMHC, Sagen, and Canada Guaranty all have newcomer programs that accept international credit reports and 5% down.
1. You Don't Need Years of Canadian Credit
All three of Canada's mortgage default insurers — CMHC, Sagen, and Canada Guaranty — run dedicated newcomer programs that let lenders qualify you without a conventional Canadian credit history. Instead, they'll accept alternative proof of creditworthiness:
- An international credit report from your home country
- A reference letter from your financial institution in your country of origin
- 12 months of consistent payment history on rent, utilities, phone, or insurance bills
2. Who Actually Qualifies

CMHC's newcomer program has no minimum residency period at all before you can apply — it's open to permanent and non-permanent residents alike, provided you're legally authorized to work in Canada.
3. Bank-Specific Newcomer Programs
Several major banks run their own named programs on top of the insurer-level rules, for example:
- Newcomer programs for those in Canada under 5 years with limited credit history but sufficient Canadian income
- A separate track for returning permanent residents or citizens who don't require Canadian credit history at all
- Foreign worker programs specifically for temporary residents with a work permit
These vary by bank, so it's worth asking specifically about "newcomer" or "new to Canada" mortgage products when you apply, rather than assuming the standard product is your only option.
4. Mortgage Default Insurance Is Mandatory Under 20% Down
If your down payment is below 20% of the purchase price, you'll need mortgage default insurance from CMHC, Sagen, or Canada Guaranty regardless of your immigration status. Each insurer has slightly different guidelines and premium rates, and your lender may only work with one of the three, which can affect which newcomer program is actually available to you.
5. Practical Prep Before You Apply
- Start building a Canadian credit file immediately after arrival, even a small secured credit card helps, since it strengthens your application even if it's not strictly required.
- Keep 12 months of bank or bill statements from your home country if you can, in case a lender wants alternative proof of payment history.
- Confirm your work permit's remaining validity covers the mortgage term you're applying for; lenders will ask.
